The Housing Health and Safety Rating System came into force within the provisions of the Housing Act in April 2006. The European Directive sets out the provisions for the energy performance of buildings and the issue of Energy Performance Certificates.

They apply to homeowners, operators and developers of properties. Your property’s EPC needs to be available to potential buyers as soon as you start to market your property for sale or rent.  You must get an approved Domestic Energy Assessor to produce the EPC. From 1st October in England and Wales, EPCs will be mandatory for the sale or rent of all properties.  For landlords, this means a valid certificate will be needed for any property as soon as it is being offered to let. The certificate will show the energy efficiency of the property at the time of inspection, the environment impact and what recommendations can be made for improvement.

  • An Energy Performance Certificate shows the official energy efficiency rating of a property
  • Two ratings are shown. The environmental impact rating is a measure of a home's impact on the environment in terms of carbon dioxide (C02) emissions - the higher the rating, the less impact it has on the environment. The energy-efficiency rating is a measure of a home's overall efficiency. The higher the rating, the more energy-efficient the home is, and the lower the fuel bills are likely to be.
  • The Energy Performance Certificate is similar to the certificates now provided with domestic appliances such as refrigerators and washing machines.
  • You can be fined if you don’t get an EPC when you need one.
  • The certificate provides you with a rating for the building, showing its energy efficiency and its environmental impact on a scale from A-G (where A is the most efficient and G the least efficient), in graphical format. It also contains recommended ways to improve the building's energy performance.
  • The ratings will vary according to the age, location, size and condition of the building.
  • The Energy Performance Certificate is similar to the certificates now provided with domestic appliances such as refrigerators and washing machines.
  • An EPC gives a property an energy efficiency rating from A (most efficient) to G (least efficient) and it is valid for 10 years.

This legislation was put in place to meet obligations to improve our worst performing properties in terms of energy efficiency and to meet the CO2 targets of the UK.

This will affect Private Rental Sector (PRS) landlords when a lease is granted to a new tenant and renewals to existing tenants. Exemptions can apply in some cases.

The property needs to be brought up to the minimum energy efficiency standard of an EPC rating of E or above, and this can be done by undertaking cost-effective home improvements.

Fines may be issued for non-compliance, as well as public notification of the offence. The fine is determined by the severity of the offence and the length of time that noncompliance has occurred for.

It is a legal requirement that an Energy Performance Certificate is available.  This certificate can be used to indicate  to prospective buyers or tenants the relative cost of heating/cooling and lighting the building

The Recommendation Report indicates the areas where the improvements should be targeted in order to create maximum impact on energy use.
